Decouple the Hurd version from the package version.
* config.make.in (package-version): New variable.
(hurd-version): Set to 0.3.
* Makeconf (%: %.sh): Use package-version instead of hurd-version.
* Makefile (stamp-version): Likewise.
* doc/Makefile (stamp-version): Likewise.
